3 Minutes of the Last Parish Council Meeting

3.1

The Clerk noted that Cllr Lane attended the July meeting and was not absent.  The Chair changed the official copy of the minutes accordingly.  Cllr Ansell proposed and Cllr Marshall seconded that the minutes of the meetings held on 20th July and 10th September 2015 were a true and accurate record.  Unanimously agreed.   The minutes were signed by the Chairman.

 

 

3.2

Matters arising

 

Cllr Bell asked if enquiries had been made as to the definition of a district centre.   Clerk to check with BDBC.

Clerk still needs to place MP contact details on the website.

Cllr Bell noted the statement in the Strawberry Fields planning application that the site is a ‘logical contiguous development’ in Bramley.  This needs to be questioned.

The blast zone radius needs to be checked for The Street/Cufaude Lane development site.  Cllr Marshall to action.

4 Open Forum

4.1

The Chairman invited questions and comments from those present.

Cllr Robinson noted that the developer for Strawberry Fields has been in touch re a meeting with PC and borough councillors.  Cllr Ansell observed that the contact is from Cratus Communications, not Gleesons.  Further discussion under planning.

Cllr Robinson noted that he has a copy of a letter from Network Rail to the then Borough Councillor Jayawardena from October 2014.  The letter states that Network Rail were interested in investigating the possibility of a footbridge in Bramley.  Cllr Robinson asked if the PC wish to take footbridge proposals any further.  Cllr Bell stated that the feasibility study has been completed, with NR stating that a footbridge would not significantly improve safety in Bramley, and that they therefore would not support the proposal with match funding.  Cllr Bell further observed that as the PC did not support the original LIF application, it is therefore not planning to take plans for a footbridge any further.  Cllr Ansell noted that ring-fenced LIF funding for footbridge has been removed and Bramley PC are moving forward with a road safety scheme.

 

5 Planning & Development

5.1

15/02513/RES – Razors Farm Cufaude Lane Chineham

Reserved matters application for the appearance, landscaping, layout and scale of 143 no. dwellings with associated infrastructure, landscaping forming phase 1 of outline planning permission

Cllr Durrant attended a meeting at BDBC with Cllr Tomblin and BDBC officers.  He noted that objections cannot be made to anything that has already been agreed in the planning permission for the site.

Concerns were raised about noise from the railway and helicopters in general.   Noise mitigation is planned to be sealed windows – mostly on social housing, which is largely grouped in the area near to Air Products.

Blocks of flats will also be very visible, as they are planned to be built on or near the ridge line.

Cllr Murphy asked whether there was going to be a school – Cllr Durrant confirmed that this does not form part of the application.  Cllr Tomblin added that there is a possible site at Cufaude Farm and also east of the Chineham incinerator that may be put aside for a school at a later date.

Cllr Murphy noted that there may be issues with traffic on Cufaude Lane, and a knock on effect on the Street.  Cllr Durrant stated that this has already been raised and ruled on by the Inspector.

Cllr Durrant noted that the extra access onto The Street seems to be excessive.  As the application has only just been submitted, Councillors are to take time to look at the application in detail, and then pass comments on to the Clerk.  The Clerk will respond to the application accordingly.

Reserved matters application for Phase 1 for the layout, scale, appearance and landscaping of 57 dwellings, (pursuant to Outline planning permission 14/01075/OUT for 200 dwellings)

Approvals/Refusals – recent approvals and refusals were noted (appendix A)

5.3

Cufaude Lane traveller site – the issue is currently with the BDBC legal team.  An update is awaited.  Cllr Murphy noted that the site will need tidying up once issues are resolved.

 

5.4

Strawberry Fields & The Street Developments –

Strawberry Fields

  • The PC response to the Strawberry Fields development has been submitted to BDBC and is now on the PC website.  Cllr Durrant and Cllr Tomblin have attended a meeting with the responsible BDBC officer.  She was given a general background to development in Bramley.  Objections have been read and noted.  BDBC have received a lot of responses in the last 24 hours.  BDBC has requested photos of the site.
  • The s.106 request from BDBC was noted, and concern was expressed over the lateness of the request and the speed with which a response was required.  Cllr Tomblin noted that history of s.106 was that it was not always allocated in the correct area.  BDBC are now trying to ensure that this does happen – rules have changed so that developer has the right to know where s.106 funds are going to be spent.  This will form part of the formal agreement should planning application be agreed.  It was noted that Bramley PC strongly object to the development.  However, if permission is granted and s.106 funding becomes available to the community, then the PC must be ready to respond.
  • Cratus meeting – Cllr Durrant felt that the PC should be represented; however, some other councillors do not want to be involved.  Cllr Robinson observed that he had not realised that the email was from Cratus rather than Gleesons.  Parish councillors felt that Cratus should be asked what the objective of the meeting is – Cllr Robinson to take forward.  It was also felt that Gleesons should be at the meeting as well.  Clerk to check previous correspondence and pass to Cllr Robinson.  It was finally noted that the Minchens Lane development meets the emerging Local Plan requirement.

The Street

  • The PC response to The Street /Cufaude Lane development is being drafted and will be submitted to BDBC and placed on the PC website as soon as it is ready.

Local Development Plan update – The LDP will be with the Inspector in October.  Clerk to confirm dates and Bramley representation.

6 Clerk’s Report & Correspondence

  • The Clerk has received a response to Cllr Ansell’s complaint to Knowhow about irresponsible parking from one of their drivers.  The company has offered apologies, and will be investigating the issue in due course.
  • The Clerk has received a letter from the Reading Roadrunners giving notice of the Bramley Road Races 2016.  They will be held on 14th February.  The main parking for the race will be at the MOD site, and there will be a half road closure on Sherfield Road for 30 minutes between 10.15am and 10.45am.  ‘No race parking’ signs will be placed at the entrance to side around along the Sherfield Road and The Street.  The organisers have asked for the PC’s assistance in publicising the race by displaying posters on the PC noticeboards and on the website and social media.  Cllr Murphy suggested that the Clerk get in touch with Clift Meadow Trust with regards to potentially supplying refreshments on the day – Clerk to action.
  • The Clerk has received notice of a temporary tree preservation order at the former RBL site.  This covers four specific trees at the site, plus all trees in the area closest to Pound Close.
  • The Clerk noted the following report from the Community Facilities Development Manager:

The role is going well and it’s starting to feel like I am part of the                 Village.  At the Local Infrastructure Fund (LIF) meeting on Tuesday                 evening.  I did a newsletter update which has been displayed around                 the village.

I am working on the Bramley Website, which is developing nicely.  Go                 live date for website, aiming for 15th September 2015.

Reports from Parish Council representatives

Allotments & Burial Ground Update – see appendix B.

  • A health and safety check has been carried out on headstones at the Burial Ground.  A good percentage have been found to be loose, particularly those on a half plinth.  The Clerk is to investigate what needs to be done to make these safe, and to advise that all future headstones should be on a full plinth.
  • Update on Memorial Garden – Cllr Ansell received the results of the initial study received today.  He will circulate to all councillors.  The Clerk noted that the ditch is a big issue, and clearing this should be given priority.
  • Gate between burial ground and allotments – go ahead was given, but need to check if work down.

Neighbourhood Development Plan – Cllr Bell gave a verbal update.

The NDP public consultation is now complete.  NDP is now being reworked to take responses into account.  Responses to Gleesons and BDBC are being prepared by consultant.  Question re anonymity of respondents – this is being investigated.  It was generally felt that names should be available to councillors on request.  The finalised plan is to go to BDBC in mid-October.  Cllr Bell suggested meeting with Whitchurch, Overton and Oakley Parish Councils, who are in same situation as us with applications being put in ahead of NDP and LDP.  Cllr Bell noted his personal responses to the two outline applications for the Street and Strawberry Fields.  PC responses to these are to be passed to Edward Rehill at BDBC – Clerk to action.

  • A fun day is planned for 23rd April 2016.  This will be a joint event between the school, CMT and the Church.  It is to be held on Clift Meadow.  More details later.
  • Youth club – membership is dropping.  Discounting entry for members.

Streetz activity to be held in October half term.

  • Bullsdown s.106 money – an upgrade to the car park is planned, together with more storage space.
  • CMT has set up its own website, which is with the Trustees to check information.  It is planned that bookings may be made via the website.
  • Parking continues to be an issue.  Looking at possible solutions.
  • Several events planned over the next few months, including some regular events.
  • Cllr Durrant is currently listed as the second CMT representative.

Policing and Neighbourhood Watch – Cllr Marshall has tried to get hold of PCSOs without success.  Nath Johnson appears to have moved areas, with PCSO Damon Hope covering Bramley in his place.

Speeding is a local priority.  Regular speed checks are being carried out in the area.

Noticeboards need to be updated with current police details.

Highways & Road Closures

  • Minchens Lane flooding
  • Olivers Lane fallen branch
  • Pothole at the Bramley Lane/Olivers Lane junction
  • Collapsed culvert at Folly Lane

The above issues have all been reported.  The Clerk is awaiting an update from HCC Highways.

  • Campbell Road roundabout – the bank at the roundabout has been lowered and tidied up.  Cllr Durrant noted that traffic coming from Sherfield cannot see the Campbell road exit onto the roundabout, which is causing problems.
  • Campbell Road bus stops need repair work – Clerk to obtain quotes for work.
  • Pigeon Close – Cllr Ansell noted that roots are slowly pulling up the pavement.  It has been reported to BDBC, who have passed the path issue to the landscape operations team.  The tree issue will be investigated when residents submit a shading issue application form.  Cllr Ansell to talk to residents.
  • Bullsdown Farm field path repair – Cllr Ansell gave some background.  The path is on the safe route to school, and is in a poor state of repair.  No funding is available from BDBC.  It is possible that Bramley PC could purchase the path for a peppercorn sum.  Cllr Ansell has obtained a quote for resurfacing and restructuring work.  HCC have checked the proposals, and are supportive – the Small Grants scheme will provide 50% of funding of the scheme.  Cllr Ansell proposed supporting scheme, Cllr Murphy seconded, carried unanimously.
  • The Clerk noted a recent report from the Community Safety Officers about the lights on the Cinder Track being on permanently.  Cllr Ansell noted that the lights are responsibility of the developer.  Clerk to investigate with BDBC and the developer.

Road Safety proposals – see appendix B.

No further progress – Cllr Ansell is waiting for HCC.  He and Cllr Durrant have a meeting with the team in Winchester on 21st September.  They will be looking at a feasibility study for the scheme.  However, HCC have said there will be no controlled crossing in Bramley.

Temporary parking measures – letter submitted, no reply from BDBC as yet.

10 Finance

10.1

Parish Council Insurance renewal – the figures have now been received from the Council’s insurance brokers, with the existing policy from Aviva being the one recommended.  The policy is very comprehensive, and including the discount for the three year long term agreement will cost £1288.26.  This is slightly less than last year’s premium.  Details have been distributed to all councillors.  It was unanimously agreed to accept the broker’s recommendation for the Aviva policy, and to accept the three year long term agreement.  Clerk to process.

Payments and Reconciliation Approval – see appendix C.

The clerk outlined the payments and reconciliation for September.  She noted the following:

  • An interim bill has been received from Strongbond for work on Brocas Hall.  This was paid over the summer recess.  The final bill for the retention is due in December.

All other payments are as expected.

4.                Burial grounds –

4.1              Memorial Ground expansion

As briefed to the council by the Parish Clerk and Cllr Ansell, available space allocated for cremation memorials is becoming very limited with the Parish Burial area.

 

We have scoped out a potential 4 stage costed plan –

  • ·         (Current stage – approved) Stage A Pre-Design – Initial briefing meeting, site visit and client brief document. Design analysis and research in conjunction with Bramley PCC. Site survey and analysis including taking measurements, aspect, soil type, ph and composite photographs. Includes a visit to site by landscape contractor to inspect ground and consider drainage issues. Produce Black and white site survey plan @1:100 scale. – Ongoing –

 

During the pre-design phase an important element was to establish if the available land could provide support for memorial cremations over a future period. The chart below is a calculated estimation of requirements from previous years; the linear line shows growth applied at a 15% margin.

 

 

 

 

 

We have worked on the basis that each plot is 0.9m2 and therefore if we create a square 5.5m x 5.5m we could fit 6 across and 6 down, totalling 36. The pre-design plan has included 3 of these squares on the plan to show what land would be left if we allowed for 108 plots, which is nearly 15 years supply.

 

We are not suggesting the design would be 3 squares like that but I think it illustrates that there is enough area left for a garden.

 

The stream bank is in bad shape and as you can see it could do with straightening up to allow us to plant a hedge along the bank. I advise consider removing the other two boundary hedges to open up the space and increase the light levels to that area, it would also mean you would see the garden as you walked along the path which would make that area much more attractive.
