4 Planning & Development

New Applications

16/02544/HSE – 4 Beech Close Bramley

Erection of single storey side and rear extensions to provide disabled amenities

No objections.  Cllr Durrant noted that the extension will result in the loss of a garage and a parking space.  Clerk to process.

Approvals/Refusals – these were noted.  Cllr Rowland noted that the 29 Taylors Drive application has been called in to the DC Committee for review.

5 HCC plans for the Campbell Road Roundabout

Plans for improving safety at the Campbell Road roundabout have been distributed.  These plans include:

  • Replacing the central island over run area with a solid island with a reduced roundabout
  • A reduced area of hatching
  • Kerbs around the hatching to be removed
  • Earth bund at the Campbell Road exit to be lowered

Concern was expressed about how vehicles might get in and out of the Army Camp with the larger island.

Many Cars entering the roundabout from Campbell Road seem to feel that they have a right of way and pull out onto the roundabout without respecting vehicles on or very near the roundabout coming from Sherfield. This is the main causes of issues and near misses.

The lowered bund was noted with approval.

Councillor asked why the proposed single track farm exit has not been included, as on the original plans?

Clerk to feed comments back to Highways.

6 Traffic Survey results

Cllr Ansell gave an update.  The contractor is completing final models to include Minchens Lane and Razors Farm developments.  Results are due by the end of this week.  Cllr Ansell to distribute report results as soon as they are in. Sherfield NDP group have asked Cllr Ansell to present results to them once it is complete.

Cllr Tomblin asked if the results are to be distrusted to BDBC and HCC.  Cllr Ansell stated that there is a public open day planned to present the results, and that it will also be presented to both Borough and County Councillors.  This item will be discussed further at the September meeting.

7 Network Rail proposals re LIF funding and level crossing

Cllr Ansell gave an update.

LIF funding has been granted – a total of £239k has been awarded for safety improvements at the level crossing and at the Cinder Track, together with investigations into a crossing by the school.

Cllr Ansell is meeting very soon with HCC.  He asked for support from a working party – Cllr Flooks and Cllr Tomblin volunteered.  A project plan to be mapped, along with public engagement.

No response as yet from Network Rail on setting up a meeting re the Network Rail proposals for the level crossing.  They are also awaiting a response from the PC on the LIF project.  Cllr Ansell will update councillors as soon as he has any further news.  He suggested informing residents about the Network Rail approach – this was unanimously agreed.  Cllr Ansell to draft article for website.  Original letter also to be published.  This item will be discussed in detail at the September meeting.
