3 External Examiner’s report on the Neighbourhood Development Plan

Cllr Bell outlined the External Examiner’s report on the NDP, noting that she had recommended the plan for referendum subject to some changes.  Most of the required changes are fairly minor.  The report is on the Bramley PC website and the BDBC website.

BDBC have stated that the exact wording as recommended by the examiner in the policies must stand without alteration.

All changes are to ensure that the plan falls in line with national guidelines and the BDBC Local Development Plan.

Changes to the section on education has caused some debate.  Cllr Bell has queried this with HCC, and proposed a change to the text based on his discussion with HCC and the examiners recommendation.  Cllr Durrant seconded the motion, which was unanimously agreed.

New development policies to be amended to refer to the Local Development Plan (LDP) and NPPF on social and affordable housing (5 to 10 houses for 40% requirement).  Policy C2 in Local Plan.  Unanimously agreed.

Para 5.05 – delete comment about continuing this trend.  Unanimously agreed.

Policy H1 – needs to be amended to reflect LDP policy for new housing in the countryside – policy SS6.  Major re-write of policy H1 to reflect this – actually gives greater protection to areas outside the settlement boundary.  Changes to supporting text to policy to reflect residents’ views will be made.  Unanimously agreed.

Policy H2 – minor changes to policy and supporting text unanimously agreed.

Table 6A needs play areas removed as they are already identified as green spaces.  Campbell Road play area also to be identified as a green space.  BDBC will produce amended maps on behalf of the PC.

Policy CVA1 – recommended addition unanimously agreed.

Policy CVA2 – minor amendment recommended to support NPPF.  Unanimously agreed.

Policy D1 – changes recommended to take out reference to developers producing design & access statement.  Also supporting maps to be changed to combine vista views and important views ned into one map.  Changes agreed by majority vote.

Policy D2 – changes as per policy D1, and other minor changes.  Unanimously agreed.

Policy RE1 – recommendation to change to include reference to sustainable mitigation and/or drainage systems.  Supporting text also to be altered accordingly.  Unanimously agreed.

Policy RE2 – recommendation to delete policy completely, as examiner felt that the provision for an area of separation was covered elsewhere within the NDP and LDP as the strategic gap.  Unanimously agreed.

Policy RE3 – minor amendments recommended to bring in line with NPPF, and map to be changed to OS map.  Also numbering change.  Unanimously agreed.

Policy RE4 – change in numbering.  Map to be changed to OS map.  Minor amendments recommended to bring in line with NPPF.  Changes agreed by majority vote.

Policy T1 & T2 – MB noted that HCC did not fully support this policy as the solutions do not form part of HCC policy.  MB has contacted HCC, who have agreed that changing the appendix G to show solutions as community suggested solutions, as yet to be discussed with Hampshire Highways.   Also amendments to map, and minor changes to policy wording.  Changes unanimously agreed.

Policy E1 – modified wording recommended for clarity purposes.  Unanimously agreed.

Dissatisfaction was expressed by councillors on how some policies have had their stronger statements removed.  However, it was noted that all points are largely covered in the supporting text.

The following motions were proposed by Cllr Durrant and seconded by Cllr Bell:

  • To accept the External Examiner’s recommendations with minor alterations as discussed.
  • To recommend the NDP to BDBC for referendum – planned for Thursday 26th January.  Final edit must be complete by 19th December to be submitted to BDBC 28 days before referendum.

Clerk to write to BDBC confirming the PC’s agreement to the above.

4. Grant request – Clift Meadow shutters and drains

Cllr Durrant outlined the recent grant request from CMT, and further stated that there had been more flooding at the Pavilion due to the collapsed drain.  Whilst CMT have applied for the full amount to repair the drain, they have also applied to HCC for a County Councillor grant.  The Clerk noted that Cllr Keith Chapman has indicated that this is likely to be for £500.

Cllr Durrant proposed that the PC grant the full amount for the drain work.  This was unanimously agreed.

Shutters – two of the shutters on the Pavilion have motors that need attention, and shutters on Brocas Hall need servicing and some repair.  Simon Gill also noted the ongoing problems with the Brocas Hall shutters, and stated that he is chasing this with the builders and architects.  Unanimously agreed.

5 Any other business

16/03524/RES – Land at Minchens Lane, Bramley

Reserved matters application for Phase 2 for the access, layout, scale, appearance and landscaping of 66 dwellings with associated estate roads and open space (pursuant to Outline planning permission  14/01075/OUT for 200 dwellings)

Some concern was raised about this planning application, as the developers have previously undertaken to meeting with Parish and Borough Councillors with regards to reserved matters.  There are two principle areas of concern within the application:

  • The blocks of flats are looking as though they will be three storey rather than the previously agreed 2.5 storey.
  • A number of houses appear to have blue/black roof tiles.  This is completely out of keeping with the rest of the village.
