The above planning application was discussed by the BDBC Development Control committee on 2nd December. Cllr Durrant spoke on behalf of the PC, and Cllr Bell on behalf of the NDP working group. The decision was deferred whilst the Committee sought further information via Gleesons on drainage and flood risk in three areas:
The deferment will not be considered until 10th February 2016. There will be no verbal representations from the PC or NDP or the public. Cllr Durrant suggested that the PC obtain its own report on the flood risk via an independent consultant. Cllr Ansell has approached three consultants. Stilwell declined to quote after discussions. AAH and JBA both quoted and gave an outline of how they would approach the assessment. Cllr Ansell gave the PC a precis of each company and their proposals. One consultant in particular has already come back with some very useful information, and have offered the use of a planning consultant to assist with presenting the results to the Borough Council. The cost of the assessment will be in the order of £6000. The assessment should be written and presented to the PC in the first week of January 2016. Cllr Ansell proposed accepting the bid from AAH consultants, as it covers all the points required by the PC. Cllr Clarke seconded the motion, which was then unanimously carried. Cllr Durrant proposed that the total spend on the survey should be up to £8000 plus VAT. This was unanimously agreed. Cllr Ansell noted that he has raised a FoI request for the flood report on the site, which was not released with the planning application, and subsequent to that has raised a complaint with BDBC that the information was not publicly available prior to the DC meeting. Cllr Durrant noted that it would be worth considering a similar survey into transport issues for Bramley. |
